The Sanitation Districts is currently recruiting to fill one (1) Research Manager in the Technical Services Department, Wastewater Research Section. This position will report to our Joint Administration Office (JAO) in Whittier. The position will require frequent travel between our Joint Administrative Office and A.K. Warren Resources Facility in Carson.

TECHNICAL SERVICES DEPARTMENT, WASTEWATER RESERACH SECTION

ESSENTIAL FUNCTIONS

     To manage a group of professional and technical support staff to perform wastewater and solid waste research projects; and to act as a liaison with other work groups to establish research related project priorities and schedules. 

JOB SUMMARY:
     Under general supervision of a higher-level Engineering Manager, the Research Manager oversees an annual budget of $5 million dollars and a group of 18 professional and technical support staff to perform wastewater and solid waste research projects and acts as a liaison with other work groups to establish research related project priorities and schedules. 
 
     The incumbent will be responsible for coordinating the work of an engineering section engaged in research work supporting both solid waste and wastewater operations; supervising, conducting and reviewing complex studies and preparing correspondence and reports; specifying and reviewing work procedures and standards; reviewing and recommending human resources actions including selections, evaluations and discipline for employees of the division; ensuring the completion of projects in the interest of technical adequacy, efficiency, safety and timeliness; acting as agency liaison with other governmental agencies and citizen groups; and performing related duties as required.

MINIMUM QUALIFICATIONS 

     Applicants must possess the following:  A valid California Class C driver license -AND- A bachelor's degree in a relevant science or engineering from an accredited college or university -AND- One year of experience in the Los Angeles County Sanitation Districts at or above the level of a Supervising Engineer I -OR- Three years of non-Districts' experience performing supervisory duties over Professional Engineers or Professional Researchers engaged in wastewater or solid waste or other relevant environmental research activities.


DESIRABLE QUALIFICATIONS: 

  • Registration as a Professional Civil Engineer 

 

EXAMPLES OF ASSESSMENT CRITERIA

     The competitive selection process may cover a knowledge of: Principles of supervision and research methods; personnel management policies; principles, practices, techniques, developments and methods of professional engineering; common practices of research groups supporting wastewater and solid waste operations; tools used to model performance of wastewater treatment processes. The ability to:  Develop and manage research programs; collect, prepare, and analyze data; develop and operate bench and pilot scale demonstration projects; prepare papers and presentations to document the results of research efforts; manage the work of professional engineering and non-engineering employees; prepare, critique and implement solutions for complex engineering problems; communicate effectively verbally and in writing.

SELECTION PROCESS:
  • Applications and Supplemental Questions will be reviewed and evaluated for relevant experience.
  • Candidates considered to have the best qualifications will be invited to an oral interview.
  • The selection process will consist of an oral interview weighted at 100%
    • There will be a written assessment included as part of the interview.
  • An eligibility list will be established upon completion of the interview based on the interview scores.

     Prior to appointment, a thorough reference check will be conducted.  The recommended candidate must undergo a job related pre-employment drug screen and finger printing through DOJ.  Candidates are also subject to a review of their DMV records for moving violations, chargeable accidents or more serious charges.
