Project Engineer

The Passaic Valley Sewerage Commission (PVSC), a large publicly-owned wastewater treatment facility located in Newark, New Jersey, is currently seeking a Project Engineer.  Created in 1902, PVSC is the 5th largest facility of its kind in the United States, directly serving approximately 1.5 million residents in 48 municipalities located in Bergen, Essex, Hudson, Passaic and Union Counties. The 140-acre plant is designed to treat an average of 330 million gallons per day (‘mgd”) of wastewater, with an annual average flow of approximately 241 mgd.

Position Description: Provides engineering services and technical support, including planning, design, inspection, construction management and contract administration, for projects involving the Passaic Valley Sewerage Commission treatment plant and remote pump stations.  Requires good judgment and solid knowledge of engineering principles and practices.

Education: Bachelor of Science Degree in Engineering from an accredited college or university.

Experience: Minimum of five (5) years of experience, Experience should include working under the direct supervision of a Senior Engineer for industrial, commercial or public construction projects.

License and Certifications: Engineer in Training Certificate issued by the New Jersey State Board of Professional Engineers and Land Surveyors.  Five (5) years of experience may be substituted for the Engineer in Training Certificate.

Knowledge, Skills and Abilities: Must have proven work experience managing a variety of construction projects, preferably in a wastewater treatment facility, with responsibility for all phases of the project(s).  Will design and implement project plans, communicate directly with contractors/designers concerning project costs, oversee staffing and scheduling, prepare project status reports, and monitor construction to ensure adherence to contract specifications. The ability to organize assigned engineering work and develop effective work methods, analyze, interpret and evaluate engineering problems, and apply appropriate solutions, engineering principles and techniques to work assignments is required.  Must be able to develop sound plans and recommendations and prepare clear, concise and sound engineering reports containing findings and conclusions. Must be able to read, write, speak and understand English sufficiently to perform the duties of the position. The ability to direct other engineers in the department, as well as PVSC operations and maintenance personnel and outside consultants and contractors to complete projects is necessary.

Physical Demands: Ability to perform the essential functions of the position with or without a reasonable accommodation to ensure the health and safety of oneself and others is maintained. To perform the essential functions of this position the employee must be able to: sit, stand, walk, stoop, climb (including ladders), kneel, lift up to 25 lbs., carry, reach, push, pull, minor use of tools, use a keyboard, as well as have hearing and visual acuity. Must qualify for and possess the ability to perform entry into confined spaces while wearing proper Personal Protective Equipment (PPE) such as, but not limited to, canister and dust masks, as well as Self Contained Breathing Apparatus (SCBA) in compliance with PVSC’s Facial Hair Grooming Policy.

Working Conditions: Workers are employed in conditions associated with a wastewater treatment plant and sewer collection system and will be required to work indoors and outdoors.

The expected base pay range for this position is between $108,334 and $149,216 annually.  The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s relevant experience, qualifications, education, training, and formal credentials.
